DEVELOPMENT OF NATIONAL ON DEMAND REGISTRATION GUIDELINES FOR NICHE PROGRAMME

The Nutritional Improvements through Cash and Health Education (NICHE) Programme is an integrated social protection programme that aims to improve nutritional outcomes for children

during the first 1000 days of life. The programme, having been successfully piloted in Kitui county with immense positive outcomes, was scaled up to four other counties of Turkana, Kilifi, West Pokot, and Marsabit. These were chosen based on the chronic levels of malnutrition relative to other parts of the country, with plans for further scale-up based on resource availability.

While mass registration of beneficiaries has been used to target and enrol beneficiaries for this particular programme, the programme takes note of the fluid nature of the eligibility criteria where certain enrolled beneficiaries would cease to be eligible, especially when the children are more than 24 months old. This necessitated a comprehensive guideline for On-demand registration that would then be used for government teams to onboard new beneficiaries into the system within the present NICHR counties and in the event of further scale-ups.
